Ultimatum du GECAM : le Cameroun au bord de l’asphyxie économique

Le ton est monté d’un cran. Réuni en session d’urgence ce jeudi 12 février 2026, le Groupement des Entreprises du Cameroun (GECAM) a brandi une menace lourde de conséquences : suspendre toutes les opérations d’importation et d’exportation dès le lundi 16 février si le conflit du scanning au port de Douala n’est pas immédiatement tranché.

Derrière cette annonce, un ras-le-bol devenu insoutenable. Ce qui n’était au départ qu’un différend administratif s’est transformé en crise systémique, capable de paralyser l’économie nationale.

Un bras de fer devenu poison économique
Le conflit oppose le Port Autonome de Douala (PAD) à la Société Générale de Surveillance (SGS), prestataire historique du scanning des marchandises, tandis que Transatlantic D. SA, adoubée par la direction du PAD, revendique la reprise du contrôle de cette activité stratégique.

Résultat : deux opérateurs, deux facturations, un seul service.

Les entreprises paient deux fois pour le même scanning. Les délais de dédouanement explosent. Les coûts de stockage s’accumulent. Les chaînes de production tournent au ralenti. Les contrats à l’export sont menacés. La compétitivité s’effondre.

Pour les industriels, importateurs et exportateurs, la situation n’est plus tenable, ils ne peuvent plus produire ni vendre dans ces conditions

Un ultimatum sans précédent
Sous la houlette de son président, Célestin Tawamba, le GECAM a décidé de hausser le ton. Le message adressé à l’exécutif est limpide : “Tout arrêter” si l’ordre n’est pas rétabli immédiatement.

Une telle suspension ne serait pas symbolique. Le port de Douala concentre plus de 90 % du commerce extérieur du Cameroun. Bloquer ses flux, c’est :

-Stopper l’approvisionnement en matières premières
-Paralyser les industries locales
-Asphyxier les PME
-Ralentir les recettes douanières de l’État

-Fragiliser la stabilité sociale
En d’autres termes : mettre à l’arrêt le moteur économique du pays.

Un exécutif sous pression maximale
Le Premier ministre, Joseph Dion Ngute, avait tenté fin janvier un arbitrage en ordonnant le maintien du contrat de la SGS. Mais sur le terrain, la confusion persiste.

Le silence de la présidence de la République, attendue comme arbitre ultime, alimente l’exaspération d’un patronat qui estime payer le prix d’un conflit interne à l’administration.

À ce stade, il ne s’agit plus d’un différend contractuel.
Il s’agit d’un test de crédibilité de l’État.

Ce que les décideurs doivent comprendre
Le temps administratif n’est pas le temps économique.
Chaque jour d’inaction détruit de la valeur.

La double facturation est une aberration juridique et économique.
Aucun environnement d’affaires sérieux ne peut tolérer une telle situation.

La souveraineté ne peut se construire dans le désordre.
Si réforme il doit y avoir, elle doit être encadrée, concertée et juridiquement sécurisée.

L’investissement observe.
Les partenaires étrangers et les investisseurs évaluent la capacité du Cameroun à garantir la stabilité réglementaire.

Le moment de vérité
Le compte à rebours est lancé.

Si une décision claire, ferme et exécutoire n’est pas prise avant lundi, le pays pourrait entrer dans une zone de turbulences économiques majeures.

Les entreprises ne demandent pas des privilèges.
Elles demandent de la clarté, de la cohérence et de la sécurité juridique.

Le Cameroun peut-il se permettre une crise d’autorité dans sa principale plateforme commerciale ?
Peut-il envoyer au monde le signal que ses opérateurs économiques ne sont pas protégés contre les incohérences administratives ?

L’heure n’est plus aux arbitrages temporaires.
Elle est à une décision politique forte.
Car derrière le conflit du scanning, c’est une question fondamentale qui se pose :
